TED ROOSE WINS RYA AWARD
The Francis Elkin Trophy is awarded this year to Ted Roose in recognition of his considerable efforts in helping RYA Sailability to move into a new phase of operation during 2005-6. Ted was appointed as a Trustee in 2004 bringing a wealth of experience in marketing, advertising, and development to RYA Sailability. Ted has been a lifetime sailor, currently sailing an XOD from Itchenor Sailing Club, and has always been keen to encourage others to take up the sport he enjoys.
Ted recognised the considerable burden that was placed on RYA Sailability by the existing staffing structure and commitments so initiated moves that resulted in a new long-term partnership with the RYA and created the opportunity for the bulk of donations to RYA Sailability to be used directly in the promotion and development of disability sailing and for grant-aid to local Sailability groups and other providers of disability sailing.
The work that Ted undertook has given RYA Sailability an assured future and has created considerable opportunities for the development of boating opportunities for disabled people for many years to come.

"The Chichester Harbour Conservancy has not yet had the opportunity to review the Pagham to East Head Coastal Defence Strategy Consultation Document in any detail.
Their initial reaction is one of disappointment because the Coastal Defence Strategy (2000) and the subsequent Strategy Review (2001 –2006) have failed to consider what impact the ‘Preferred Option’ of Managed Realignment at East Head will have on navigation in Chichester Harbour, the Harbour’s 28,000 regular users, their 10,000 vessels and over 700 people who depend directly on the harbour for their livelihood.
It is a clear and fundamental Government requirement that Coastal Defence Strategies assess what impact a preferred option will have on adjacent coastlines.
This work has simply not been done in the case of the Pagham to East Head Strategy and Chichester Harbour. In short, the Environment Agency and Chichester District Council, whose Strategy this is, do not know what the preferred option means for the harbour community and the largest leisure harbour in the country.
Specifically, the Strategy is flawed in the following respects:
•It has failed to assess what impact widening the harbour entrance, by Managed Realignment, will have on the hydrodynamics of the harbour and consequent sedimentation in the navigable channels.
• It has failed to identify and quantify what impact that sedimentation will have on the range of vessels using the harbour.
MORE OVER
• It has failed to establish the social, economic and amenity value of the
harbour, how that might be affected by the loss of navigability, and whether
there is an overriding public interest in preserving that value. The
Conservancy believe there is an overriding public interest because it is a
nationally important asset.
• It has failed to consider properly how, within the Managed Realignment and
other options, the socio-economic value of the harbour can be maintained for
as long as possible in an environmentally and economically sustainable way.
The Chichester Harbour Conservancy is not opposed to Managed Realignment as a means of managing fragile coastlines in a dynamic environment. Indeed, it has instigated and is currently managing the largest management realignment project on the South Coast of England. However, it is important that such projects consider all the impacts when implementing such an approach, as to do otherwise would be reckless.
The Chichester Harbour Conservancy may be obliged object to the proposals for East Head in the Consultation Document but will look forward to working with the Environment Agency, Chichester District Council and the owners of East Head, The National Trust, to overcome any shortcomings and to ensure that a balanced and sustainable solution for the management of East Head emerges."

ISAF VOTE ON ONE CLASS LESS IN OLYMPICS
This week has seen a huge decision concerning Olympic sailing come out of the ISAF annual conference. Following the decision last year to include medal races in the Olympic format, this year we see a decision to go from 11 sailing medals to ten for the Olympic Games in 2012.
There are a significant number of questions to be asked in relation to this decision many of which do not have answers currently. Perhaps the most obvious question is which class or which ‘event’ will be removed from the Olympics. So far ISAF have made no comment on this, however, they have announced the ten ‘events’ will be decided upon next November and the actual classes for these events the following year.
The fact that ISAF are reviewing not just the classes but also the events in which competitors will be competing could be very telling, clearly we could well be facing a rather major shuffle of the Olympic system. We know ISAF are keen to have a serious go at updating the look of the sport on the Olympic stage and this could well lead them to be very radical with which ‘events’ they choose. ISAF President, Goran Petersson, believes we have to change in a significant way. “The image gap between where we are and where we want to be is significant,” he said during the announcement. However, we also know that ISAF is the very essence of politics and compromise so it seems hard to imagine a hugely radical solution.
The most conservative guesses currently are the introduction of a women’s skiff class, similar to the 49er (the 29erXX is taking part in an ‘Olympic Observation Trial early next year) or the introduction of a compulsory mixed class (potentially the 470.) The slightly more radical guesses all seem to involve scrapping the current classes altogether and starting from fresh. There really is no way of knowing which of these theories (if any) will be most correct, we will have to wait at least a year to find out.
In the announcement about the loss of a medal by ISAF Goran Petersson emphasized the importance of participation and highlighted the need for action to reverse a trend that has seen the spread of sailing nations represented at the Olympic Games fall from 77 in 1996, to 69 in 2000 and then to 61 in 2004. With this comment and the information that sailing is only allowed 380 Athletes at the Olympics we can see a potential reason for removing a medal from the list. If we assume the bigger sailing nations like Britain, France and the US are going to qualify for a position in every class there are actually very few spots for the under-funded or smaller countries to fight for. By removing a class from the Olympics there should be more spaces available, therefore making it possibly for a wider range of countries to sail in each class, upping the total number of countries competing, and making sailing a more appealing, global sport. |

Itchenor’s youth team finished runners up at this event this year, having won it last year. It was again a great event, although it was most unfortunate that the finals round could not be completed as the wind faded to nothing on the last afternoon. The results, therefore, had to be allocated on the results of the earlier round robin. The three top teams (Grafham Gremlins, Itchenor and West Kirby) received invitations to join the RYA Youth and University Team Racing Development Squad. The Cowes Week Working Party (representing Cowes Combined Clubs and
Cowes Week Sponsorship Limited), tasked with reviewing the current
arrangements for the regatta and planning for the future, is grateful
for the large response it has had to the on line questionnaire and for
all other correspondence and information received from competitors,
class associations and other interested parties.
An analysis of this material indicates no clear mandate to change the
format of the regatta to a two week event. Accordingly the working
party will be recommending that the event stay as one week.
The Working Party will undertake further analysis of the information
provided to produce a number of detailed options for the continued
improvement of a one week regatta, taking account of a number of the
very useful suggestions which have been submitted. All race
management issues will be considered further by Cowes Combined Clubs
in the next few months; nevertheless we are publishing our conclusion
in respect of this critical issue today because of the concern
expressed by a number of interested parties and also to assist those
planning other arrangements dependant on the outcome of our

This annual event took place yesterday and, whilst the scoring was not quite up to Ryder Cup standards, an enjoyable day was had by the 15 competitors. The Cup was retained yet again by the Sunbeams with a total of 153 points followed by the XOD's with 120 points and the Swallows with 113 points. The X Fleet usually takes the Bronze Medal but was pleased to have moved up a place this year! |

In the recent RS Eurocup on Lake Garda, Italy, Richard Neall and Sara Terry (Team Ronnie) won the bronze division in the RS200 fleet, just one place behind the silver fleet winners and an impressive 10th overall in the 55 boat fleet.
After a few glitches on the first day, such as capsising on the start line in both races (helm), trawling the spinnaker (helm, obviously), falling over in the boat (helm) and almost sailing the wrong course (err, helm), we bounced back with a 7th in race 3, would have had another top 10 finish in race 4 but for a capsise on the 2nd to last gybe home then continued with consistant results for the rest of the regatta and finishing with a result way beyond our expectations....and everyone elses!!!! So we like Garda, LOTS, but then so does pretty much everyone else. Amazing venue!

Three 'Itchenor' boats qualified at the weekend to take part in the finals of the RYA Youth Match Racing championships. The racers compete in identical J80 boats. Itchenor sailors included Rob Struckett, Andrew Shaw, Will Kalderon, Alice Darling, Nick Blevins, George Yeoman, Olivia Bottomley, Olly Sloper, Will Smyth and Tom Hodkinson. Conditions at the weekend were difficult with gusts at Weymouth of 25+ knots. Race officials included David and Jenny Campbell-Jones, Alistair Shaw and Richard Thompson. Many congratulations to the sailors - who go through the the finals over the Bank Holiday weekend. |

Itchenor sailors excelled in this year's Bosham Junior Week and Junior Regatta. Congratulations to Edward Fitzgerald (winning Toppers in the Regatta), Olivia Bottomley (winning Fast Handicap for Double handers in the Regatta) with Andrew Pinkham (Bosham SC), Charlotte Fitzgerald and Tara Bottomley (winning the Senior Mirror regatta race and coming 2nd overall in Bosham Junior Week Senior Mirrors), Sienna Murdoch and Lisa McDannell (third in Bosham Junior Week Senior Mirrors) and Sienna Murdoch and Annabel Lindsay (third in Senior Mirrors in the regatta). In the main Junior Week the 420 fleet was won by Jack and George Yeoman, closely followed by William Kalderon and Andrew Shaw. Congratulations also to Archie Law for winning Junior Mirrors in Junior Week, to William Wallace and Jo Kalderon for second place and also to Esi Bowerman in the Regatta and to Archie Dunlop in the Junior Week. There was a large contingent of ISC sailors thoroughly enjoying the sailing at Boshham Junior Week - well done to all of you.

Magistrates handed out £2000 in fines and costs this week to two speeders in Chichester Harbour.
In the first case, Mr Ivan Snell of Hayling Island was followed by the Harbour Patrol for about ¾ mile while he travelled at 26 knots in a black RIB. The harbour speed limit is 8 knots and is well advertised at all launch points. The offence took place on a Sunday lunchtime in June in the vicinity of East Head. This is traditionally a busy time and place in Chichester harbour and potentially put other harbour users at risk. Snell was fined £500 and ordered to pay £450 costs.
In the second incident, a Personal Watercraft was recorded travelling at 37 knots, more than four times over the speed limit. Mr Darrell Still of Ewell, Surrey was stopped by the Harbour Patrol and cautioned. Jetskis are allowed to use Chichester Harbour but a s with all crafts must stay within the 8 knot speed limit. Mr Still was fined £600 with £450 costs. Deputy Harbour Master Richard Craven said, 'The harbour can get very busy during the summer months. We will rigorously enforce the 8 knot speed limit to ensure the safety and enjoyment of all users'. |

Archie Massey and George Nurton have won the International 14 Prince of Wales Cup at Parkstone and have been crowned national champions. The fleet of 30 included past national and world champions from the 14s and other classes including the 505, RS800 and Melges 24.
