The sailing season is not far away – first day’s sailing on the 4th April and a lot will be happening in the meantime.....
The programme and the allocation of duties are finished, and will be published on the website soon. Thank you to all those who sent in green forms, as many had specific requests and were very helpful.
1. The adoption of the RYA Charter
“The Charter promotes good rule observance and encourages good sportsmanship and good communication between competitors and organizers.”
The essential element of the Charter, and the tool to ensure that its aims are achieved, is the RYA Rules Disputes Procedures.
This includes
an Exoneration Penalty (with the minimum penalty changed from two to three places, in the new ISC Sailing Instructions for 2009)
the Advisory Hearing
an Arbitration

2. Changes to the ISC Sailing Instructions
The 2009 ISC Sailing Instructions have been amended to come in line with the new Racing Rules of Sailing 2009-2013.
You will be able to see the new Sailing Instructions, and also a commentary on all the amendments, on this site before the season starts.
3. Racing through East Head
Harbour Masters have a legal duty to issue a Code of Conduct for all racing in Harbours in the country. In Chichester, our HM has issued a Code which involves key requirements for sailing in our harbour, which is an integral part of the Harbour Master’s compliance with the Port Marine Safety Code.
This is adopted by the Harbour Federation.
Thus all clubs are obliged to adhere to the Code.
A key element of the Code for 2009 is a change to the ability to race through the East Head anchorage during busy times. There were complaints to the Harbour Master about racing through moored boats at East Head.
As a result, we have agreed that our Sailing Instructions will:
Require all Race officers to set courses to ensure that all fleets keep clear of the East Head anchorage area, by passing to the north of Sandhead and Copyhold during May Bank holiday, July and August weekends. This may only be overridden if inclement weather leaves the anchorage deserted.
This will be achieved by using the letter N, so that N now will mean “pass to the North of Sandhead and Copyhold”.
The Race Officers who are scheduled for a duty on these days will receive special training and detailed instructions on this new requirement.

To ensure all members are informed about the new arrangements, three Rules Seminars have been arranged, each of which will cover
Racing Rules 2009-2013, and
Rules Disputes procedures under the RYA Charter, and
The new ISC Sailing Instructions.
Please choose the one which suits you – they cover the same ground – and make sure you attend one of the following dates:
